Haiti - Economy : The Single Window Electronic ready soon, but...

As part of the modernization policy of state services to future entrepreneurs through the establishment of the Electronic Single Window (GUE) [initiated in November 2012] https://www.haitilibre.com/en/news-7234-haiti-economy-wilson-laleau-presents-the-electronic-single-window.html , the Ministry of Commerce and Industry (MCI) and the "Société générale haïtienne de Banque S.A." (Sogebank) signed a memorandum of understanding by which the commercial bank will serve as intermediary of payment by credit card, between clients and stakeholders [lawyers, notaries etc...] involved in the creation process of Limited Companies.

According to Laleau Wilson, Minister of Commerce, this important partnership reflects the government's desire to promote public / private partnership in Haiti.

Claude Pierre-Louis, Director General of the Sogebank, says his institution is ready for the pilot phase to be launched early next month, stressing that his institution will not charge fees on these transaction and that the involvement of the bank has a scope strictly citizen and marketing...

However, even if everything seems to be in the final straight of the operationalization of the GUE, which will allow to educe the time to start a company in "Société Anonyme" (from 105 to 10 days), Jean-Marie Altéma, the Coordinator of E-Governance Unit of the Primature, has stressed the legal vacuum on electronic Commerce in Haiti inviting parliamentarians to quickly vote the bills filed by MCI in e-government, e-finance and e-signature. Although he is confident that "very soon" the business will have a very powerful tool, it nevertheless remains that without the ratification of various bills on electronic commerce [in the priority laws], pending in Parliament for nearly two years, the GUE could get stuck on the starting line...

Recall that the electronic signature is still not recognized in Haiti, while in neighboring countries and in the international market it occupies a significant place, Haiti ranks on this last point with an index of 0.01 to 1.
