Tuesday, at the Hotel Montana, the Office of Management and Human Resources (OMRH) organizes, in collaboration with the Ministry of Interior and Territorial Communities (MICT), a large workshop with senior executives of the Haitian state, on the proposal of the framework law on decentralization.

Therefore aware of the importance of this bill and changes it may result in the management of public affairs, OMRH, while welcoming the initiative of parliament to give the country a framework law on decentralization, wants to contribute in examining the applicability of the law.

Note that 9 ministries MICT, MTPTC, MSPP, MENFP, MPCE, MEF, MJSP MDE and MARNDR to which join various government agencies UCLBP, CIAT, and CSCCA FENAMH, departmental delegates, interim executive officers and certain personalities whose Senator Jocelerme Privert (keynote speaker), participate in this workshop.

OMRH recall that "The Constitution of the Republic of Haiti from 1987 both in its original version and amended makes of the administrative decentralization a key factor in the establishment of new social project desired by all Haitians.

By decentralization, one must understand a transfer of powers from the state to other entities called local authorities and benefiting under its supervision, of some management autonomy. However, it is important to define the scope of intervention of the central government and that of the communities to avoid any overlap possible.

A framework law on decentralization is a major contribution to the advancement of the process in the country. However, its implementation can be thwarted if the actors involved are not imbued with its main provisions and if it does not take into account the obstacles which may taint his respect. Thus facilitate the appropriation of the proposal of the Law on Decentralization by stakeholders, this is the main objective of this activity."
