Haiti - Health : «Towards a single health system, decentralized and efficient»

Following the first Forum held October 8, 2013 on Non-Governmental Organizations (NGOs) of Development Assistance in Haiti, the Government, as part of its vision to make Haiti an emerging country, organized jointly with the Ministry of Planning and External Cooperation (MPCE) and the Ministry of Public Health and Population (MSPP), the second Forum NGO/State on the theme "Towards a single health system, decentralized and efficient".

The objective of this forum on the uniqueness, decentralization and performance of the Haitian health system, was to allow the MPCE, and the Sectoral ministries or sub-sectors concerned, to ensure better coordination of NGO activities in order to align their actions with the Government's priorities and help reduce the risk of waste and duplication of resources.

In his speech, Florence Guillaume, the Minister of Health has reported the need for a national health policy in Haiti and presented a health plan for the next 25 years, stating that the vision of his ministry is that Haiti has a unique and decentralized health system. The Minister also noted that the Government had decided to reformulate the national health policy, taking into account experiences acquired and of context of the economic, administrative and political reforms in the country.

For Florence Guillaume, health policy constitutes a set of guidelines based on values ​​and basic principles, aimed at influencing the decisions and actions in the long term to improve the health of the population. She has also indicated that 300 of 561 NGOs operating in Haiti are in the field of health, hence the need to better coordinate their actions to ensure that aid, that passes through these organizations is more evenly distributed.
