Haiti - Security : IGPNH intransigent on the deontology of police officers
Thursday, Inspector General Ralph Stanley Jean Brice in office since 3 months to the General Inspectorate of the National Police of Haiti (IGPNH) reported that of nocturnal supervision, of inspection tours and investigations contributed inter alia, to ensure of the respect of the deontology by police officers. Stating that since taking office, for the period from 10 September to 23 December 2013 "98 investigations were completed and forwarded to the Director General of the PNH. The recommendations of 78 of them were approved."
The IGPNH does not hesitate to take action against the police officers who do not respect the deontological rules: 18 police officers were dismissed, 30 laid off for periods of two to three months, 47 suspended from duty for periods of 15 to 40 days and 16 others were sent to court for prosecution...
For its part, the Divisional Commissioner Marc Wilkens Jean revealed that from January to December 2013, 190 investigation files were handled by different divisions and 98 sent to the PNH adding "We have received 75 applications for reinstatement, 5 of which are already rejected and 70 are still under investigation."
Among the objectives that has set IGPNH for the first half of the new year include: the computerization of data allowing real-time monitoring of ongoing investigations, the training of police officers of the IGPNH and the continuation of process of vetting and of more focused control on services than people.
